They're both barely-used tags; I say just alias both shimapan and striped_panties to panties, which would then implicate underwear as well.

striped_panties is hardly 'barely used' and I'm sure plenty of people search it.

That's weird, when I searched it this morning it was only showing around 12 images tagged with it. I still wouldn't call 111 posts tagged with it to be abundant.

Maybe you mistook it for the shimapan tag? That had about 12 posts last time I checked. And maybe it's not abundant, but I still find it to be a valid tag. We have tags for penis sizes, hair length, hair colours, eye colours and the such, so why not whether panties are striped or not?

Because the presence or absence of stripes on panties seems, to me, to be pretty niche when compared to dick size or eye color.
