This makes about as much sense to me as making santa_claus implicate christmas or jack_o'_lantern implicate halloween. Those things are associated with a given holiday, but can also exist in an image that has no other trappings of a holiday or which has obvious signs of being an entirely different holiday.
Bunnymund from Rise of the Guardians is an example on the Easter front - there are multiple images of him without a single thing in the image associated with Easter other than himself.

Though given that holidays are treated as copyrights, maybe it still makes sense, in which case the earlier examples could use the stated implications.

I saw that santa_hat and christmas_tree implicated christmas, so I didn't think that this one would really be any problem.
What you've said kind of makes sense, but I'm not sure what to think. If somebody searched easter, would they also want to see all the pictures containing the easter_bunny or only the ones that are largely Easter themed? Same with santa_claus and christmas. Either way, I believe that it should either be all or none with the implications.
EDIT: I imagine that a lot of people would want to blacklist easter or christmas around the season due to the sheer amount of holiday themed art uploaded, and images only tagged santa_claus or easter_bunny would get past this. I doubt that's really much of a problem because people have coped for years anyway.

Pretty much this. I'm less sure about jack_o'_lantern, but it seems like even that would be better off implicated.
