Sharks don't have legs or arms either.

To answer your question a bit more clearly because I was perhaps a bit snarky... Artists have different perceptions about how to blend human and animal characteristics. Some trends are popular, some less popular. That doesn't make either way necessarily incorrect. So the gist of the answer to your question is "the artist prefers it that way".
This is common across all anthros, because what traits should and shouldn't be changed is quite dependent on the individual. Non-mammal anthros with breasts is a common one. One that stands out to me due to it's rarity is nonhuman genitalia on anthros. Especially canines. Very few artists draw anthropomorphic canines with feral genitalia.

This is the furry Fandom and you're complaining about being Anatomically correct?
Problem is that Anatomically correct and Anthropomorphic clash because you want a creature with the traits of a human but also want it to be naturally shaped. It's an Oxymoron.
People like what looks good and ears on an anthro-shark simply look good.
