as far as I can tell, body_hair is meant for all instances of body hair, such as just pubes, but hairy is body_hair all over

Could be facial-hairy, but I don't see much of that.

In theory, hairy is a type/requires some amount of body_hair.
But this has only 2 votes. Those are only downvotes. It is 7 years old (a lot of things have changed in that time). And checking the hairy tag currently looks like a mix between pubes on furries, fur tufts, hairy assholes, hairy bellies, facial hair, body hair, and more.
So at minimum, the hairy tag might need a closer examination and some cleanup before it implicates anything. So I'm rejecting this for now. Feel free to revisit it in the future.
