Reason:

This is similar to another implication I recently suggested, which involves breast_grab and hand_on_breast. Those two tags correlate in the same way that butt_grab and hand_on_butt do, and the latter pair already exists as an implication
This would also make sense because like grabbing, the act of fondling directly involves the hands.

Not according to Dwarf Fortress's programming, it's not. Tentacles are listed as a grasp limb. :P

Then again, anything can really be a grasp limb. Even a head.
