Requested feature overview description.

Add some new links on the Upload page to make important information more readily accessible without searching.

The links to add should be:

Why would it be useful?

People complain that our wiki is too hidden, and information is hidden further. This will bring said information right out into the open and even saves a couple clicks as a bonus.

Can we also get a tags page searchbox that opens up a new page when something is entered? Or perhaps just a frame for it? I always look up tags to make sure I'm entering it right.

There should be a collapsed section with the list of good/bad things to upload. Basically the contents of uploading_guidelines.
