Ambiguous. It's feral, there's no particular facial features that would indicate gender, and any physical shape that might give clues are masked by it being...blob-like.
Pokemon are ambiguous in safe posts much more often than not.
Edit: They're mentioning the "chipped tail", which I'm not familiar with. I'd still go with ambiguous if I came across it though but I need to look more into it.
Edit 2: It's worth noting that a brief look through raichu female shows the pointy tail is overwhelmingly preferred most of the time regardless of gender. I can't give a judgement on this because I don't have the authority, but I would say that this is bordering on needing Pokénerd knowledge to tag as it isn't an obvious trait, but that's just me.

There was admin involved discussion a while back about male/female tagging on pokemon with gender differences in the model.
I forget which way it went though.

Female. It's got a chipped tail, which makes it a female Raichu. It's like having boobs on a character, but no pants bulge--You can't tell for sure if it's their gender, but it's the sign of it.

Are you referring to this post? Because to me the summary seemed to be "Characteristics like this would probably work for real species but not for fake species because *opens can of artistic worms*". It didn't seem as much of a ruling as a tentative talking point.

IIRC, final word was that we shouldn't use them. So that makes this ambiguous.

If i'm not mistaken that was a big debate about those kanghaskan clean pictures, although every kanghaskan in game is female this would be relying into information from outside and breaking TWYS, of the 2 kanghaskan 1 was tagged ambiguous and the other had enough feminine facial features to deem female.
