Implicating flash -> animated.

Reason: Lots of "flash" tagged animations are not tagged as "animated". This would bring them up on the search anyway.

Not all .swf files have moving parts.

Do text games count as animated? I wouldn't tag them as animated.

Also, I've seen at least one flash that was a still image - the artist uploaded it as a swf to allow for zooming.
