What's going on with this tag?
I thought that it was created for posts where the characters are having sex while clothed. But now it seems to get tagged for any sex where any of the characters are wearing anything, no matter how skimpy and revealing.

Have I misunderstood the usage, or is it just getting mistagged en masse?

And if I've misunderstood it, then what tag do we use for posts where the characters actually are having sex while still almost fully_clothed? Such as...:

clothed_sex (You didn't apply your own link?) should only be for having sex while still clothed in an amount that would be considered "casual." Y'know, pants or a dress. I really don't think it should be for "This is clothing designed around the idea of having sex while wearing it."

Though we should have a tag for that sort of apparel. Like, there's underwear that has two bands to go around the vulva and allow the penis to enter the vagina through it, is there a tag for that?

Yeah, that's what I thought it was for. But it's not tagged that way. There's a lot of posts where one partner is nude and the other is wearing skimpy or bottomless clothing, etc.

Would anyone object if I added something like "for this tag to apply, all participants should be clothed" and "do not tag for skimpy clothing" to the wiki?

Crotchless_panties and easy_access. There's probably other related tags.
