There's an old inactive pool called Sunday Spanking by Lonbluewolf but I've since found and uploaded a lot of pictures that might belong there. So my question is can I reactivate the pool and add all those pictures to it?

You can't reactivate it yourself, but I have activated it for you.
However, there is also another trick: The pool has the ID pool #7473, if you add the tag pool:7473 it automatically adds the post to the pool.
This also works while uploading and saves a couple clicks if you want to add a bunch of posts at once.
