That's incorrect. He is intended to be a Tanuki, yes, but he can certainly be drawn as a Raccoon instead. Tanuki, or Raccoon Dogs, are a type of canine, while a Raccoon is a Procyonid.
Also, Raccoons have a long, multi-striped tail, while Tanuki have a short-to-medium dipstick or solid-colored tail. post #766417 for example, has a striped tail, making it a Raccoon, not a Tanuki. post #693339 even has several stripes, meaning it is definitely a raccoon.
