Requested feature overview description.
Adding a stickied forum thread, explaining the official rules of the forum

Why would it be useful?
For new (and veteran) users to use as a reference point if they feel their thread was locked for an invalid reason. It can also be used as a reference point for admins/janitors/privileged users to explain why they did so.

I think that it was stickied, or at least something that looked identical...

However, I believe that this would more belong in the rules section of the site. The forum itself doesn't need (IMO) to have relatively minor things stickied, because day to day activities on the thread shouldn't require visiting the rules. This logic is: the two top stickied threads are worthwhile; the bottom one doesn't have much place to go; the forum rules would be better kept where the rules are already kept, rather than a place for discussion.

Stickied and locked, though I suppose you're right. However, some forum rules do need discussion. I'm not at liberty to say which, but they do.

Locked is a given, just as the wiki for the rules is locked as well. And, I wouldn't say be afraid to discuss the rules here, so long as it remains civil...
