Why would it be useful?
I feel that it would be a nice touch to be able to give a proverbial 'tip of the hat' to admins that have been helpful.

What part(s) of the site page(s) are affected?

If they meant votes:

I'm not sure if adding a vote system to the forum is a good idea. I felt that not having it there ensures users with a bad idea won't return there because their idea or argumentation is downvoted a couple of times.
It's also a place of refuge from that, it's not necessary to always have a judgment in the form of a score on your posts.

If they meant positive records:

That's usually on a longer run rather than individual decisions. Besides, one can request positive records via the report (ticket) function, albeit this isn't really known everywhere.

I'd say this should be only limited to upvoting. Downvotes can be abused or maliciously given, an example being because of arguments, both past and present tense. A group of people downvoting others wouldn't be fair, and while the damage can be reversible, it'd require an admin's intervention. Upvoting can also have this happen, but it shouldn't feel bad to the user getting the votes.

I think it should also be anonymous to anyone but admins, on the same terms that other votes are anonymous.
