95% sure this has already been asked/discussed and answered both officially and unofficially

the implication tag page field, 'Implied To', and presumably 'Tag' field, seem to do a fuzzy search for whatever string's entered

My definition:
sex is a specific form of sexual activity that involves two or more characters where one character is directly or indirectly interacting with genitals of the other character in a pleasing way.

Missing tags:
Based on this definition, ball_fondling, foot_job etc should imply sex also.
