tutu -> skirt maybe, but definitely not dress. Since tutu by itself doesn't cover upper body at all. It's usually worn with bodice.

Sure, tutu -> skirt sounds better then.

Wikipedia says a tutu is a dress, but it being tagged as a skirt would work probably better with our tagging system.

some tutus are skirts and some tutus are dresses so implying it to dress or skirt doesnt work.

All dresses have skirts. It's not a dress if it has no skirt.

technically maybe, but those should be definitely kept separate for the sake of searchability, and because of the fact that its very widely considered that skirt refers only to the type clothing that goes from waist down and dress refers to the clothing that is like skirt but also covers chest.
