Weren't railguns supposed to be large, mounted, futuristic cannons?

Not necessarily, railguns are generally all weapons that take a solid metal projectile and then accelerate said projectile through electromagnetic fields, kind of like the LHC or the pretty sweet railgun the US Navy has prototyped. However, there are also hand held models made by some fans (for example. The handheld ones obviously lack power because our batteries still suck balls for the demands, but that will likely change.

Past that, raygun on the other hand are generally plasma/energy weapons, they do not have a solid projectile but instead either superheated plasma or some other form of "energy".

So, to recap, railguns can be handheld, but while they are rather weak thanks to our currently bad batteries those limitations obviously don't exist in SciFi, games, books, and anything else like that (and might be solved in a decade or two for us as well).

Yep, that's a railgun. The real-life prototype uses a four-sided magnetic launcher, which I suppose grants more stability(?), but the idea is based off of a two-sided one, which each side being a U-shape to hold a more disk-like projectile that fits into both sides to prevent it falling out. Such a launch would likely require less power, but you may be sacrificing some distance control over it. Still, it's probably better than the 30 Nautical Miles even if it doesn't match the 110.

The portable hand-held railguns would probably still be very hefty, thus being sized for two hands, and likely have a lot less range to them, but the concept is still the same: Launch the object via magnets.
