imo its better other way around. spiky hair sounds less awkward and is more commonly used

While the order doesn't matter too much, spiky_collar and spiky_penis are aliased to their "spiked" counterpart so I thought "spiked" was the preferred term. In general, "spiked" is used a lot more than "spiky".

Problem is that hair is a spiky shape, while with penises and collars it's actual spikes. Sure, with a penis, they might actually be soft, but we don't know this, while with hair it's more likely to be assumed the hair will fold over before it actuall stabs through somebody.

Unless your name is Rocky Rodent.
I think both words mean "resembling or covered in spikes" and there's nothing saying a spike has to be hard enough to pierce something, so it shouldn't really matter.
