If a character is holding their own breast, their hand is on their breast.

Disambiguation would be nice though. It just means going through 1500 posts to find the ones that are better tagged as arm_below_breast or something like that. Plus tagging all the ones that are arm_below_breast but currently not tagged as either that or holding_breast (there might be some under breast_rest).
