It was created as a mid-tier alternative to the absolutely_everyone tag.
The threshold of ten characters might seem a bit arbitrary, but that was chosen because it's the point where it generally gets difficult to count the characters. So you can usually see at a glance if the tag applies.
Anyway, plus one.
Thought that it's already implicated, but looks like only the ones that are chained through mass_orgy are.
