Requested feature overview description.

Ability to manually lock the category of any tag so it can't be edited by normal users.

Why would it be useful?

People change small tags over all the time by thinking their character names are unique (or other such things). Having the ability to lock it manually to the selected type would allow us to lock artist tags as artist tags, or character tags as character tags so that the DNP implications can work without confusion on our end.

User level?

Moderator and above.

Best would be if the toggle is then visible on all tag editing pages, ie https://e621.net/tag/edit?name=anthro, and has a column on https://e621.net/tag/index showing if it's locked or not.
Also maybe search functionality on that page. But that's a huge maybe not that important in my opinion.

+1. A few artits have accidentally changed their own artist/character tag, thiking that artist: and character: set it to a different tag that simply looked the same.
