Not really. A condom can have cum in it but not necessarily be filled.

Wouldn't cum_in_condom fall under the tag used_condom Which is aliased to filled_condom? Those making cum_in_condom somewhat related to filled_condom even if they don't fill the condom.

To me, used_condom should be used to denote a condom that has been removed, and is filled with cum (possibly laying on the floor, etc.), while cum_in_condom should represent a condom that's still being worn and potentially being used, but has cum in it.
Regardless, I'll reiterated my previous statement that a condom can have cum in it and still not be filled, so this alias doesn't make any sense.
