Requested feature overview description.

Enable the Child posts frame on images that have deleted children, instead of hiding it.
Preferably only for Janitors and above.

Why would it be useful?

Currently it's impossible to tell on images if they have deleted children, but often this is a useful information when trying to find inferior versions for administrative purposes.
Showing the frame would drastically simplify things and directly allows us to click through without having to go through parent:xxx status:deleted.

What part(s) of the site page(s) are affected?

All submission pages.

+1. Even for regular members, this could help incase the parent lacks a source the child has, but if enabled for Member, please redden deleted post links.

-1 for regular users.
I can imagine that could only cause confusion more than anything for majority of users. Also like said there has always been way to manually search those posts if really wanted to. Maybe if it was toggleable feature then just maybe.
