Neither the Sticky nor the Lock checkbox are working when creating a new topic.

What is the expected behavior?

They should either directly lock or sticky the thread.

What actual behavior is given instead?

The thread gets posted but will be neither locked, nor stickied.

Yes. (Proof of this will be that this thread is neither sticky, nor locked)

What steps did you take to replicate this bug?

1. Open the create a new thread page
2. Tick the checkbox
3. Post new thread

None

Tends to happen during editing of threads too, but not always.
