Reason:

One of Cell's many forms; semi-perfect_cell and perfect_cell should implicate Cell too.

EDIT: The tag implication imperfect_cell -> cell_(dragon_ball) (forum #263032) has been rejected by @gattonero2001.

-1, the implied names and an additional implication should go to Dragon_Ball_Z

So: Imperfect_Cell -> Cell_(Dragon_Ball_Z), etc.;
The umbrella tag to Dragon_Ball_Z.

This is because Cell wasn't introduced until Z. It's more accurate, since we already imply DBZ to DB.

Z's not the best tag since that's just the anime but sure.

The implication is going from the period in time, it isn't differing otherwise. We also have the various other DB eras, when they all are just Dragon Ball. If Cell differs in another point in time, we have to create a separate tag for them and imply to when they were introduced.

Z just refers to the anime of the second part of Dragon Ball, Super and GT are different, they're not a part of the original manga run, is all I meant. It doesn't really matter; semantics.

Really, it's more of a headache on how copyright tags work on this site. We have some that allow these differences, some that are aliased away (like Warcraft), and a slew in between. Since there are tags aliased to DBZ, then these differences must be OK in this case. Otherwise, you are correct in not creating such an implication.
