Bug overview description.
When uploading an image, hourly tag edit credit is reduced by one. So even if you did not change a single tag, you will be unable to do so if you uploaded lots of images.

Uploading an image should not expend hourly tag edit credit.
(Alternatively, it should +1)

Uploading image uses hourly tag edit credits.

Upload more images than the hourly tag edit limit.
