Reason:

A foot shot is just a specific kind of foot focus.

EDIT: The tag implication foot_shot -> foot_focus (forum #267342) has been rejected by @NotMeNotYou.

*_focus tags are completely separate from *_shot tags, and cannot be tagged for the same post (unless it's comic or multi-image featuring both). Which is explained in the wiki.

foot shot: only the feet.
foot focus: focus on feet, but rest of the character is also visible.

My bad. In that case, there's a bunch of foot shot pics that are actually foot focus. But I agree, this implication can be ignored.
