ruff -> "ring of feathers or hair around the neck"
neck_tuft -> "tuft of fur around a character's neck"

Fur vs hair/feathers. Whether that's enough to warrant a distinction is for someone else to say. All I can say is I've never heard of a "ruff" before, outside of being an alternative to "woof" or "bark". But apparently, a ruff is a type of bird, so I don't know what the right thing to do here would be.

Now then, a ring of longer fur around the neck is not a patch or cluster.

Not to be rude but i did want to clue you on what a tuft is because what the wiki to the neck_tuft tag specifies is not a tuft. What the wiki describes is mane.

Same with the ruff tag, it describes a mane, additionally the riffled cloth around the neck seen in aristocrats and many west European royalty during the renaissance is also known as a ruff.
So as ImpidiDinkaDoo said a disambiguation for ruff is likely more appropriate.

In short the neck_tuft tag and it wiki do not match, this tag and wiki is like calling bananas, carrots...

PS: You will notice that except for neck_tuft all commonly used tuft tags that are linked in wikis are singular bundles of fur that center to a point; be it the elbow, ear tip, center of the collar(anatomy) or tail tip for example. And if you were to google tufts you would only see bundles, not ring shaped formations.
