Suggesting an alias through /tag_alias/new creates a forum post and adds a pending alias to the list for us to approve when we see fit. Just creating a forum post the usual way doesn't add those pending aliases, but we prefer that over the clutter of large amounts of similar alias suggestion posts in the forum. (This all also applies to implications).
