So I went to upvote a comment, and get an generic error message at the top of the page, and I could of sworn it used to notate that I reached my voting per hour limit.

Older accounts (like mine) can also get a generic "an unexpected error occurred" error by voting a comment that you voted on a long, long time ago (prior to the change in how the system tracked votes)
