change category commission_art (0) -> invalid

Reason: I don't really see how this is a useful tag, there's nothing visually distinguishable about a commission so it would be difficult to tag without checking the source. I can't see any merit for it either, why would anybody want to specifically search for commissioned art?

An overwhelming amount of art on e621 are commissions, so it's already incredibly undertagged.

+1. commission is already invalid, although that tag should probably be dealiased from invalid_tag and put into the invalid category instead.

I removed this tag months back. It was 300+ at the time.
