To put it bluntly: the minimal replies should have indicated that maybe you're being a little over-enthusiastic about this whole thing, and machine translation is not necessarily foolproof for trying to get what you're communicating. Additionally, this is going to be doubly true when you end up trying to communicate with artists in English, and they end up spending entire hours decoding your messages. Lastly, based on your thread about VPNs, you definitely do not have the budget to contact an artist about a project like this. I'd expect to drop the equivalent of anywhere from a few hundred USD to two thousand for an entire comic, and that's a pretty conservative estimate.
