Reason:
finger in mouth: "Images or animations that show a finger in a character's mouth. The finger can be the character's own or it can be another character's. There can be multiple fingers present in the mouth."
finger play: "The use of a finger or fingers as a phallic substitute for oral teasing, or to stretch or 'show off' someone's mouth during other activities."
Fingers can be in a mouth without there being any suggestiveness or fetish-y elements.
