That's the common name for a certain movie ( https://www.nicovideo.jp/watch/sm9720246 ) , and its related ones .
Hence, "Cookie☆☆" should be corrected as well --- If by any chance, such a nonsense tag is created.

Wrong tag. The alias request actually uses a very slightly different star than the tag itself.

Note that Cookie does include non-Touhou content (e.g.: Ichigo's original character), and Touhou-based Cookie characters can be portrayed in ways that do not include Touhou characters (e.g.: radish Reu), so I'm going to be voting thumbs-down on any requests to imply "touhou", or requests for Cookie characters to imply their Touhou equivalents.

Appropriate details were provided, so I'm going to give you my own view.

- There were a lot of guys on the Internet in Japan who use/impose meme from gay video rudely. (especially on Nico Nico Douga)
- Then cookie video was released, but it attracted trolls because of its poor quality. ← I don't think it's that bad.

- That brought the "guys" there, and the comments were hijacked, as you can see now.
- At that time, "cookie☆" were used to replace the comment.
- After that cookie video was taken up as part of their meme by MAD/Photoshop videos.

- Even now, the meme is targeting and defacing many of works
- So it is hated by decent people and could be considered trolling
- However, some Japanese use it without hesitation --- Because they don't know how rude it is.

Needless to say, but it is an unacceptable act of indiscriminately defacing an unrelated work,
and it is a disrespectful attitude towards sexual minorities!

I copy and pasted the star from the tag, no idea why it changed to a different star.

The quick rundown is that it was a very poorly made Touhou fanfiction that was directed by a 35 year old sociopath who creeped on the high school aged voice actresses. People found this out and forced him off the internet. After that, it combined with the fans of the gay porn movie Inmu, and spiraled into its own thing.
