I'm not very familiar with the various fan tags, but most of this BUR looks good to me. Though I think portable_fan should instead be implicated to rotary_fan, since portable_fan appears to be a specific handheld variant of a rotary_fan.

For the examples you've provided, maybe adding the following aliases and implications to the BUR would be a good idea:

Went ahead and added your recommendations, no harm in having a few extras, and an implication is just safer than an alias.
