Yeah, the implication sitting_on_chair -> chair should probably be removed, since the implication chain sitting_on_chair -> on_chair -> chair would be better.

The on_chair tag doesn't currently imply chair, but I'm going to make a BUR for furniture tags (which will include the implication on_chair -> chair on it).
