halloween_costume -> costume makes sense, but could you have a halloween_costume when it's not halloween (e.g. seeing a halloween costume during christmas)?

I’m sure you could, but to my understanding, the Halloween tag is used for anything Halloween-related, and not just when it actually appears to be Halloween in the image. Like, if I see a jack-o-lantern under a Christmas tree, I’d tag both holidays.
