Reason: These are not legal copyrights, these are groups of characters from the Pokemon series. There's no "Team Rocket" video game (unfortunately) that'd warrant making the tag a copyright. This BUR would make them consistent with other groups, e.g. koopaling and broodal.

They're group names, or gang names. They're no more characters than they are copyrights, but it is a group whose members come and go, not unlike a company.

Like UAC. Considering it is a fictional organization, it can be depicted with no Team Rocket character present, so making it a character tag doesn't seem right. There are plenty of other tags for fictional organizations/teams that are Copyright, because it also happens to be a real title (Overwatch, Star Fox, X-Men, etc) or because there aren't distinguishing characters (Umbrella Corporation, SCP Foundation, etc), so it seems inconsistent to then have some fictional organizations be a character tag for non-obvious reasons.

It seems there isn’t much consistency on categorizing fictional group tags. Not surprising, considering we don’t really have a category for that. Perhaps it ought to be both? Yeah, I know, more tags, but… a copyright tag for if the logo or other representation of the group is present, and a separate character tag for when any members of the group are present?

Even though it’s a single character and not a group, this appears to be what we already do for lifts-her-tail. If it’s the character, you tag the character. If it depicts the book she’s from, the title of the book, or a scene or page from the book, you tag lusty_argonian_maid. Even though there’s a large overlap between these two tags, there are cases where there’s one but not the other. I imagine it would make sense to do the same for these group tags. A depiction of the characters (especially in the case of these Pokémon teams where you can have an unnamed member of the group that doesn’t have his/her own unique tag) can get the group character tag, and and the group logo or other identifier of the group itself can get the copyright tag.

copyright seems like the correct category for this, since the pokémon evil teams are kind of more like "brands" more than anything, and you could technically tag team_rocket or whatever just by their logo being on the wall of a building. I think it makes sense for us to conflate the concept of brand and copyright for tagging, even though branding is more of a trademark thing, we only have so many categories.
