Yes, and given how many similar tags are already aliased to hat_feather, it makes sense to do so.

The concern is whether there's enough meaningful difference to bother preserving them as separate tags, but it seems unlikely.

• I think it will be fine for feather_hat to be aliased to hat_feather. There doesn't seem to be any meaningful difference between the two tags; both tags seem to be synonyms of each other. Similarly, I think it's fine for feathered_cap and feathered_hat to be aliased to hat_feather. Any posts that are currently mistagged can be edited, and the correct tags can be added where they are applicable.
• I think it would be better for hat_feather to be implicated to hat instead of headwear, since that implication to hat would be more accurate than the current implication to headwear.

I think this should be the other way around. hat_feather reads like it's referring to the feather specifically, which may or may not be with the hat. But there's no way to distinguish whether it's a hat feather or some other kind of feather without it being part of the hat, where feathered_hat more clearly communicates being a hat that has one or more feathers.
