you only need the third rendition of that on your blacklist, having the first two wont do anything. Make sure that none of your blacklist functions are toggled off via the search bar.

That's weird... If the user changes their username, suddenly your blacklist no longer works for them. The userid should work instead.

pretty sure it doesn't work for user:id, I think because in theory someone could make their username by chance your user ID then there could be the situation where 2 people are blacklisted?

I wonder if it's possible to alter the code to include id:xxxx as a blacklist option

That's why I'm saying userid instead. Otherwise replace pure number names with user_<number> so that you would blacklist something like user:user_1234 instead. Most of the Numbered usernames haven't been accessed in a long time (or are just dead weight accounts) and could probably be renamed to their direct usernumber in such a manner, though a few exceptions exist: 000000000000001 is still active to this day, and renaming his account to user_66506 might make it difficult for him to log in unless some system is implemented to permit the "current" and "renamed" usernames to both exist on the same account. I think it's no longer permitted to create number-based names, but that didn't do much to existing accounts.

Edit: Just tested userid:<number> and it works that way, just not user:<number>. Just remember to make the line user:<name> -rating:s -rating:q -rating:e (or replace user:<name> with userid:<number>) if you want to still see their uploads, just not their comments.
