Ah actually the BUR fails since the destination tags don't exist yet. Should I add the correct tags to a random image that has the wrong ones?

I think it wouldn't hurt to correct the tags on at least one of the posts just for that reason.

I'd recommend an alias instead. Update is a one-time change, alias changes future instances of the tag as well.
