The bulk update request #1463 is active.

change category concept_art (1490) -> meta

Reason: The tag concept_art refers not to anything visible specifically within the artwork, but the purpose and sometimes the format of the artwork. Changing it to the meta category would follow the format of the very similar model_sheet tag.
