The tag implication #42338 cra -> elf has been approved.

Reason: Cras are basically the elves in the Wakfu world.
There are no distinctive features to separate the two.
Some images already have both tags.

If they're indistinguishable, wouldn't an alias make more sense since there's no way to tell them apart?

I think an implication would still be better, since cras are a species of elves specific to the Wakfu universe.
