remove alias wiener (0) -> invalid_tag (3)

Reason: This was invalidated 7 years ago but I think disambiguation is a better solution than full invalidation. At minimum it should have the invalid category rather than being aliased away. Aliasing things to invalid_tag has mostly been stopped in favour of the invalid category, as this actually retains the original intentions of the tagger who added it.

It could mean

• Penis
• A hot_dog
• A wiener dog (dachshund)

Since the tag is currently aliased this will need to be a two-step BUR, one to remove the alias and the second to rename the tag to wiener_(disambiguation).
