I swear, this website is too strict when it comes to uploading posts. e621 pretty much sucks ass. Despite sending an email to the e621 management, I STILL have an upload limit of -4! I still can't upload not 1 fucking thing! What the fuck is going on here? What should I do to increase my fucking upload limit?

It seems like your base upload limit has been manually set from 10 to -1.
This can only be changed by an admin and is almost certainly done for the purpose of stopping posting abuse from the user.

If you wish to upload something, I would highly suggest reviewing your own conduct first before politely asking one of the admins to reinstate your posting privileges.
They can choose to decline your request if they deem that you are still going to abuse it.

Also, repeatedly complaining about it will get you nowhere - topic #30858 & topic #31091.
