Looks like it has been revived and subsequently removed time and time again by users.
And considering that interracial has already been invalidated, I don't see the purpose of keeping this tag.

On top of the race play connotations and irrelevance to the site, it's just redundant. The same images would be found with some combination of tags like "male_on_anthro, human_on_anthro, dark_skin, brown_skin, brown_penis" etc.
