the <accessory>_only tags imply mostly_nude or nude depending on what kind of wear it is

Not quite what I meant. I mean a character wearing a shirt, a hat, and stockings but no pants or underwear would still be bottomless, but not topwear_only, thus justifying the existence of both tags separately. But yeah, topwear_only would still be the correct alias target here.
