Is artist permission actually necessary for you to be allowed to list their art here? Or is it just site courtesy?

Well, if the artist has "Do Not Repost" on their images, you should probably respect that, but other than that, it's fine.

It's generally recommended, since if they ever go DNP and a lot of your posts are removed it's not great for you. Also, it's just something the site would prefer to avoid drama

I believe that fair use standards work for that Mew pic, but a lawyer would tell me I'm a fool for assuming that it works for all jurisdictions or circumstances, and charge me for it, hehe.

Whilst not mandatory, it is a good practice and a common courtesy to ask for permissions beforehand.
Added benefits if you approach everybody involved in the artwork, i.e., artists, commissioners, character owners, etc.

The advantage of asking everyone's permissions is that there is a minimal risk of artworks being taken down from the site due to the lack of it.
If you don't ask for permissions, you run the heightened risk of offending any one party involved in the artwork and prompting them to take down what you have reposted.
Worse case scenario, the artist requests for a complete removal of all of their artworks on the site and a permanent barring of any future reposts in the form of DNPs.
