Apologies for any English error. I am Russian.

Etrius vanRandr, who owns characters Zoey Lavender and himself, has created a shared universe called Sigma AU.

As these characters are part of Sigma AU, all posts with them should also have a tag indicating their inclusion.

Over two hundred posts exist for these characters, so the task would be cumbersome to add tags to each image manually. I have already created and assigned a tag, however, lore might be a better descriptor than copyright.

Therefore, a tag implication is necessary.

Proof of such information resides on a blog which belongs to Etrius.

Reason: As above.

You'll need a BUR for this sort of request. They can have multiple requests, can be edited, and can be rejected by the submitter. On the other hand, they can appear a bit daunting at first for those unfamiliar with them, although they aren't that hard to learn to use.

In May of this year there was an announcement about old tag implications that were pending and needed cleaning.

A year and some days has passed since this bulk update request was added. Is there a method in which one can discover the request's location in the queue?

There isn't really a queue in that sense. You can see a list of pending BURs here, but that's not the order that they'll be checked and approved. Some BURs may be approved (or rejected) faster than others depending on how controversial it is, or how clearly (in)correct it is. Whether or not an admin is around and looking when a BUR is made can also influence how fast it's dealt with, as well as whether the admin is familiar with the topic of the BUR.
