It's very strange, the praise article specifically cites good_boy and good_girl as examples, but for some reason they don't have implications.

It's not that strange, actually. In first place a tag has to be created, get established, (get a wiki). And then at some point the tag is noticed by someone, and it gets implication/alias requests. 3000 posts with a tag is not very much, and usually no one who approves implications/aliases is included in the whole process before. It's not completely unlikely they haven't seen this tag, until now.

Good boy/girl are context-less. They're not always used as praise.

In fact, their wikis say exactly that:

Images where text is shown and contains the phrase "good girl/boy" regardless of context.

It's possible to say it in a context where it's more intended to be snide and demeaning, and not praise.

Personally, I think the tags should be aliased away, since it's just transcribing text to tags. For people wanting to look for praise, more appropriate tags like praise or pet_praise can be used, which avoid the issue of mismatched text (would "you're so good, my boy" count? even though the intent may be similar, it's not "good boy" like the wiki says, and what about other languages where the exact translation can differ and it may or may not become "good boy/girl" depending on how it's translated?).
