What is the reason for the rejection? This is all my artwork. It was uploaded by someone else who used the wrong artist tag.

They might've been confused by your initial reasoning. It sounded like you wanted to move the character tag to an artist tag, rather than moving a mis-named artist tag to a more appropriate name.

This could be cleaned up manually, but a mass update would make the initial move easier.

I just tried updating a post manually, setting the tag artist:maplewood. e621 shows this error:

Failed to update the tag category for the following tags: maplewood. You can not edit the tag category of existing tags using prefixes. Please review usage of the tags, and if you are sure that the tag categories should be changed, then you can change them using the Tags section of the website.

Created 1 new tag: maplewood.

In other words, it adds the tag but doesn't put it into the artist category, even though no other posts with the tag existed.
I'm guessing the best path forward to update foxdale_axelrod -> maplewood manually and then do another BUR for the tag category.

As long as there's less than 100 posts with the tag, normal users can change the category. You can click the ? next to the tag on the tag list, or go to the tags page and search for it, then click "edit" in the results, then you can change the tag type to an Artist tag.
